Purpose of the Qualification:

This qualification will contribute to the setting of standards in the resolving of crime sectors and will enhance the ability of professionals within the sector. This qualification will provide learners with elective areas in which learners will be able to specialize such as

• commercial investigations,
• private investigations,
• organized crime investigations
• and violent crime investigations.

Learners will be able to use investigative principles and techniques, interview persons, gather and collate information, understand and apply evidence handling and collection techniques, present evidence and demonstrate recovery techniques.

The learner obtaining this qualification will be able to enhance service delivery to the internal and external clients that will endeavour to enhance satisfaction and trust.

Qualified learners will be able to exercise their investigative responsibilities in accordance with the Constitution of SA as well as relevant legislation.

These learners will be able to:

• Apply legal prescripts to an investigation.
• Interpret and present information in order to solve a crime or incident.
• Apply investigative methods and techniques within a structured scenario.

Practical Training

National Certificate Resolving of crime is a vocational course.

Vocational means that at the end of the training the learner must have acquired practical skills and hence if employed is ready to deliver right away. 

Types of Practical’s a learner will do during training during the first year of study: 

1. Police visit, Patrols, Arrest procedure, search procedure, Evidence collection/Preservation and presentation.
2. Identifying Types of evidence
3. Operate in teams during patrols
4. Use of surveillance cameras
5. Cover actions by police/Facilitative and preventive undercover operations, Perusal of informant register. Informant recruitment methods. Attend informant briefing session
6. How to handle the gun and shooting techniques
7. Preparation of case dockets when opening cases of reported crimes
8. Drill or marching and saluting compliments
9. Radio and call sign techniques
10. Simulated Crime scene investigation and management and leadership skills
11. Visiting Police stations
12. Visiting Courts
13. Video watching
14. Conducting a mock investigative Interview

Practical Assessment contribute 70 % of the syllabus and theory assessment contribute 30%. 

Rationale:

South African citizen’s rights are entrenched within the Constitution of South Africa. These rights are regarded as of paramount importance to ensure a democratic society. Once these rights are infringed upon, it becomes the responsibility of a wide range of stakeholders to ensure that the rights are restored and corrective actions taken, hence the fact that resolving, prevention and reduction of crime is a national priority on many levels.

This qualification will address the need to ensure that a professional cadre of persons is available to perform effective resolving of crime responsibilities. The successful investigation of crime supports the concept of resolving of crime that will contribute to the trust of the community in the stakeholders within the criminal justice process.

This qualification reflects the workplace-based needs of the investigation environment to perform the relevant roles in resolving of crime. Resolving of crime will contribute to upholding of the Constitution of South Africa that guarantees human rights, such as protection of life and protection of property to create a safe and secure environment.

Resolving of crime can be applied in various contexts, such as economic as well as safety in society environment. Criminal tendencies are determined by the desire of the individual, the opportunity that exists to commit crime and the market that it creates the need for the crime.

This qualification will further ensure better service delivery to the community thereby providing a safe and secure community environment, which will enhance economic growth. Effective resolving of crime concepts will win trust from international partners in terms of investments on various levels.

South Africa and Africa

Currently, South Africa is a major role player with regards to training and development in the southern half of the continent and that is evident due to visible lack of comprehensive training structures and training material in other countries.

Higher Education Institutions and other National Departments were consulted during the standards generation processes such as the Department of Correctional Services, Department of Defence, Community Policing Agencies, and Business against crime, Metro Police and Private providers.

The South African Police Service has engaged in liaison with colleagues and related services in the International community. Material, best practices and other innovations where applicable have been considered and integrated into this Qualification. This Qualification is in line, (similar) to Qualifications offered by Zimbabwe, Botswana and Ethiopia. The South African Police Service has engaged in extensive liaison with colleagues and related services in the international community.

Material, best practices and many other innovations have been considered and integrated into this qualification. In addition, it has been benchmarked against the qualifications of the Multi Implementation Team (Commonwealth, Netherlands, Sweden and the United Kingdom) who helped plan and implement a new basic policing training programme for community police constables. This qualification is inline with qualifications presented by the Netherlands, Sweden and Unit Kingdom. Investigation skills are very generic and are based on the same principles as covered by this qualification. This qualification is built in such a way that it will receive constant international review and input from Southern African Regional Police Chiefs Corporation Organisation (SARPCCO) and Interpol.

Second Year of Study 

Purpose And Rationale Of The Qualification

Purpose:

The purpose of this qualification is to obtain a nationally recognised qualification in the law enforcement environment and to uplift the professional standards of policing. It will improve relationships between employer and employees and organisation and client (community) and attract and retain quality employees.

Learners will be able to identify, assess, formulate and solve problems while performing tasks related to maintaining public order, prevention of crime, investigation of crime, combating crime and protection of people and property.

The Unit Standards in this qualification will allow progression and mobility to obtain further managerial competencies. Elective standards will further allow for progression and a career path into specialist areas.

The qualification will make provision for the movement of learners between different environments. Learners will be able to implement strategies to assist personnel in the handling of stress and in having an in-depth understanding of motivation techniques. These learners will also be able to lead a team, apply management skills and delegate tasks.

The learner obtaining this qualification will enhance service delivery to the internal and external clients that will enhance satisfaction and trust.

Qualifying learners will be able to conduct limited policing operations, apply resource management at the lower management level and apply interpersonal skills in a law enforcement environment while balancing constitutional and legal rights of individuals with the competence to legally infringe those rights in the service of maintaining a safe and secure society.

Fundamental human rights and adherence to such rights are also contained in this qualification with the focus on upholding and protecting fundamental human rights by creating a responsive and proactive environment in a responsible manner.

A fundamental understanding of the criminal justice system needed for middle management purposes is also outlined in this qualification and this qualification will also contribute to the implementation of preventative actions that law enforcement agencies need to take.

A learner acquiring this qualification will have skills, knowledge and attributes to:

• Apply management skills.
• Implement workplace relations in a work environment.
• Apply applicable legislation in a work environment.
• Utilise a document management system.
• Assess service delivery abilities of an organisation.
• Analyse operational plans for deployment purposes.

Rationale:

This qualification will contribute to the sector needs by empowering law enforcement personnel in the execution of their prime function which is ensuring a safe and secure environment for all people within the country.

The Safety in Society and Sovereignty of the State sub-fields will especially benefit in that firstly, it will provide policing competencies needed for employed in law enforcement agencies and organizations and secondly, it will further contribute to an in-depth understanding of the possible causes of crime, criminal preventative actions and the criminal justice system.

Managers of law enforcement resources will benefit in that the management specialisations embedded in this qualification will assist in the development of effective systems and the creation of standardised management capabilities.

Organisations such as the South African Police Services, the South African National Defence Force Military Police and the respective metropolitan police and traffic services will benefit the most from this qualification.

This qualification allows learners employed in these services to progress from elementary law enforcement functions to middle management functions in order to perform relevant roles in the broader law enforcement environment.
